Found out. Apparently the van on the side of the road contains a video camera that captures a continuous stream of frames - the yellow flash is to light up the reflective portion of the offending vehicle's number plate...and if possible to highlight the face of the driver.
Hope the jerk was smiling...won't be in two weeks...
